The CBP Office of Trade is the architect of the world’s most robust customs system. In Fiscal Year 2020, CBP processed more than $2.4 trillion of imports and generated $78.8 billion of government revenue.

Speakers:

Mr. John P. Leonard is the Deputy Executive Assistant Commissioner (DEAC) of the Office of Trade, U.S. Customs and Border Protection (CBP). Mr. Leonard oversees a diverse portfolio of trade enforcement, security, and facilitation to enable legitimate trade, contribute to American economic prosperity, and protect against risks to public health and safety. His work ranges from enforcing over 500 U.S. trade laws to overseeing 14 trade agreements, to directing CBP’s seven Priority Trade Issues in collaboration with 49 partner government agencies.  Mr. Leonard previously served as the Executive Director for Trade Policy and Programs, Office of Trade until March 2021, leading CBP’s strategic efforts on Intellectual Property Rights, textiles, import safety, and antidumping and countervailing duties, while also responsible for policy guidance on trade agreements, interagency collaboration, and public-private partnerships. Mr. Leonard has implemented two revolutionary e-Commerce pilots that allow for the instantaneous data collection on low-value shipments, established the U.S.-Mexico-Canada Agreement Center, and modernized the U.S. customs brokers policy.

Mr. Richard Di Nucci was appointed Director, Field Operations (DFO) for the San Francisco / Portland Field Office on August 2, 2020.  As the DFO, Mr. Di Nucci directs the activities of more than 1654 employees.    Mr. Di Nucci oversees programs and operations for the Area Ports of Anchorage, Denver, Honolulu, Portland, and San Francisco.   Director of Field Operation Rich Di Nucci has served in a variety of leadership positions, in the field and at CBP Headquarters in his 30 plus years of Federal Services.    Mr. Di Nucci previously served as the San Francisco Area Port Director from September 2017 to August 1, 2020.    With over 30 years of Federal Service, Mr. Di Nucci has served in a variety of leadership positions at both field locations and Headquarters.  Area of responsibilities included Customs-Trade Partnership Against Terrorism initiative (CTPAT) and Centers of Excellence and Expertise (CEE) as well as presiding over the agency’s trade enforcement and facilitation policies.
